JERUSALEM (AP) — Israel is supporting armed groups of Palestinians in Gaza in what it says is a move to counter Hamas. But officials from the U.N. and aid organizations say the military is allowing them to loot food and other supplies from their trucks.

BERLIN (Reuters) -German Foreign Minister Johann Wadephul criticized Israel's actions in the Gaza Strip at a press conference with his Israeli counterpart Gideon Saar in Berlin on Thursday, again calling for more humanitarian aid to be allowed into the enclave. "That is also the prevailing international law," he said.

The new operation is intended to bypass both the United Nations and Hamas, but aid groups say even if it works as intended, it is dangerously inadequate.
